Government of India is evolving a skill eco-system which would help achieve the target of 500 millions skilled persons by 2022. It also envisioned an increase in the capacity of skill development to 15 million persons annually. There is need to scale up skill training by making employability a central concern. Our skill development efforts need to focus on highly populous states like Uttar Pradesh, Bihar, Madhya Pradesh, Orissa, West Bengal, Assam and Rajasthan as well as key sectors, namely, construction, healthcare, hotels & hospitability, tourism, manufacturing and allied sectors of agriculture. 12th Five Year Plan reflects these ideas.
|
Section 3.7 of the National Policy on Skill Development, not only has provided 3% reservation but also mentions accessibility and regional accommodation for Persons with Disabilities.
|
In this backdrop, Department of Disability Affairs, Govt. of India has taken several initiatives, which include,
i) Grant is provided to Vocational Training Centre (VTCs) under DDRS Scheme
ii) District Disability Rehabilitation Centres (DDRCs)
iii) Grants are provided for Vocational Training of differently abled persons by National Institutes for PwDs and their Regional Centres, i.e., NIHH (Mumbai), NIVH (Deharadun), NIMH (Secunderabad) & NIEPMD (Chennai).
iv) NHFDC implements a scheme of Financial Assistance for skill & Entrepreneur Development Programme for PwDs. The PwDs in the age group 15 to 55 years will also be covered under stipend programme @ Rs. 1,000/- per trainee per month for the training upto the duration of one year.
